Fighter Factory and Aseprite.

Fighter Factory is basically your mugen char creator/modifier and where you'll export and import your sprites. The app has a built in sprite editor but let me tell you, IT SUCKS! And thus, this is where Aseprite comes in handy, it's an excelent sprite editor with layers and animation frames.

Currently using Aseprite rn so work up some cash and buy it
