Sadly, I don't have any recommendation when it comes to web hosting, especially on the nsfw content.
I understand the weak point of the Hentai world is where to host it or just have the site (website, forum, etc.), but all hentai/porn files hosted on free and temporary hosting sites or something similar could work, but be aware if the hosting provider doesn't consider that a violation of their rules, linking to pornographic content.

I am an enthusiastic hobbyist who also enjoys using HTML for personal projects or when I had my own site, but since I started using a "blogger" type platform for my blog some time ago, I haven't used HTML anymore, but I could go back to using it.

Interesting information. The request was to link the file download to the MUGEN character or project page and encourage the user to use online file scanning tools for viruses. However, that's the only approach; a review should also be done to determine the type of content in the compressed file (for example, pornographic illegal material no tolerent).

If you guys do have an idea of opening a new site you should consider exchanging contact information. There isn't that much time left before this one is gone. Also what would be the plan for letting people know if you did end up making something new? A new site might show up one day, but no one will know what its called or where to find it.
Well, it's not that simple: just create a website and that's it. In a previous thread, was able to break down everything involved in creating a site with this type of content, including the cost. So, I don't think any such site will emerge from this at the moment, but it could lay the groundwork for others to start one.
