Alright so ive copied it and ran it once more, but when i went to my select menu, she still did not appear. i must have done something wrong but im not entirely sure. maybe i need another mugen?

That's strange. Check that the folder name and the .def file containing the character have the same name.
Second, there are folders within folders. Take the contents of the second folder and put them in the first one, and check that the names are the same as I mentioned above.
The MUGEN program isn't corrupted; the problem is that the user isn't declaring the parameters correctly. Don't worry, there's a solution, and you'll see it will be very easy once it's fixed.

WOAAHH!! it worked tysm! now how can i add an aggressor that is compatiable with her? edit: i also want to know what movements i must do to actually trigger the grabs/scenes if you can also tell me that too

Regarding which aggressor might be compatible, you'd have to investigate that, but check the files it comes with. In the screenshot you shared, I saw that it contains additional information for the user; check it out, it might contain something interesting.
As for the grappling moves and similar actions, you can learn those directly from the aggressor. They generally don't include information on how to perform those moves; you'll have to look them up in the CMD file, but you need some coding knowledge to understand it. You can review the MUGEN documentation included by the creators, such as Elecbyte, but you'll need to download the version of MUGEN they distributed because users usually remove all those files under the assumption that "everyone knows" what to do.

Okay, so ive done some quick searches and Brian JMAX can work with her. ive downloaded him and put him in the select menu correctly but everytime i load him he crashes the game saying my mugen is too old. is there a better mugen to use for it?
EDIT: im dumb, you literally listed one lol. EDIT EDIT: I tested out the mugen and realized that it was too old which was expected. so yeah i still kinda need a new one

Well, there isn't a "new" MUGEN; these are the latest versions released by the original MUGEN owners:

There aren't any more, because they didn't create anything new after that.
What you can find online are "hacks" or versions based on their code but reinterpreted, with various additions, while maintaining compatibility with characters that use the original code, whether well-structured or slightly buggy.
Note: For experimentation, download version 1.1, which is a clean version with files and documents that will help you understand how MUGEN works. It's quite simple; think of it as an instruction manual. Ah right, they will be closing down. well i really appreciate all the help you were able to give me before the forum shuts down. I will hopefully try and figure this out thanks again
