Recently discovered this one user that apparently has "more than 1,000 kinds of characters" in this pack of theirs. However it is sadly behind a paywall, although it's hard to say if it is actually legitimate or not. Does anyone else know of this user and/or if what they offer is true? Does seem to be updated recently as well

First of all, it is impossible for a normal person to create 1000 characters.
Looking at the URL above, it looks like he just collected characters from many MUGEN sites, including HCM.
Many of the characters are available for free on each MUGEN site, so it doesn't seem like it's worth paying for them.

By the way, I didn't get his pack.
Therefore, there is no guarantee that the characters introduced in the above URL are included.

Most of the characters there can be found by just searching 18+ mugen edits websites, not only that but there seems to be a lot of duplicate characters in the preview image which would definitely inflate the number of characters they claim to have. Unless they have some characters that they edited themselves its disgusting that they're charging money for something that's literally free.

Yeah, I figured as much. Had no intentions of actually buying into it but it did definitely catch my eye lol. On their pixiv I noticed their posts were just different videos with seemingly different versions of mugen as well, including some deleted videos from FC2 when they were still around. Their patreon even has a post to the link for the download RIGHT there but does require a decryption key hahah. Plus true, there are many free ways to get characters regardless, even if it can definitely feel almost like a treasure hunt like for example a version of Bao with a different(and imo, better) "against wall" sprite. So a "1000" character package sounds too good to be true lol. Paying for sprites does not really seem worth it at all anyhow

For short context this guy is totally scam.

The damage caused by this guy is expanding. He has expanded his scope of activity and is more active than before.

He claims to have created not only anonymously posted characters, but even characters posted by other creators with their signatures.
Many creators on this site, including "gettag", "MrVodka", "Andy_x", and "Handy", have been victimized.
If his actions are left unchecked, any characters posted on this site will be immediately reposted on his X and claimed as your own creation.

Its not legal, because some brave person wasted some good money to leak his content. Its a scam who downloaded many characters and added each and one of them inside mugen. Pretty much, you are only paying this person for you to added all characters into mugen.

I have visited this guy's "Patreon" and what a clever way to get money from those who like pornography in video games, but they haven't investigated a little more about MUGEN.

And well, since it is a compilation (subject to knowing the content and its operation), the characters to begin with are not even standardized in the damage of their attacks, each one surely has the effects that the original creators have put to the char and various things that possibly make this appear as a compilation, not a complete game, because if it were that at least all the characters would have standardized damage for each blow/attack as well as portrait faces all of the same style and if we are more detailed the sprites would have the same style or almost the same, but I have doubts about everything above that is in the "Mugen 1.0 and Mugen 2.0 game"
