To add content to an SFF file, you must do it through the MCM program, FIGHTER FACTORY or some other program that manages support to edit the SFF file (there are some provided by the creators of the MUGEN program but they are all very old school, but it is more appropriate for this but you need to know what you are doing for it to work properly).
The SFF file contains the images that are displayed in the MUGEN, the images I recommend that they should be at 256 colors in pcx format, you can also handle true color in PNG format, but it would be delimiting your content only to users of some version of MUGEN with that format, while at 256 colors in PCX format, all versions can read it.
The resolution is at your discretion, but keep in mind that there are some "standard" measurements, for example the portrait faces (what is displayed as a large image when selecting the char) is of a certain average (in pixels) so that they are more or least in the same dimension the portrait faces, but it is only suggested by each person who does as they like.
