The option for watch mode on the 2019 version isn't on my screen when I load the game. How do I use it?

You got two options:
First option:

• You will have to manually config "mugen.cfg" and re-enable it, but you will also have to
  add an image that represent "watch mode"

Second Option

• Go to any mode you desired, choose the characters you wished to watch and Click "Ctrl" + 1
  This will make the Ai take control of your character
