Because, you can "get those NSFW characters sprite" by downloading them from this site.

Now, if you are asking how to make them would be in an art program, such as:

• MS Paint
• GIMP
• Krita
• Aseprite
• PhotoShop

and in case you don't know... you can import or export them easier using fighterfactory

There is no place, the same user is the one who makes the edits whether it is NSFW or SFW or anything else with the sprites; there isn't a program or something similar where you put/insert/copy/paste it will give you a sprite in a naked/semi-naked version/etc but if you can find galleries of sprites that were edited by other people and shared, it's not very difficult to find them just put in GOOGLE / YAHOO / ALTAVISTA / TERRA / FIREFOX / and they will give you results or you must be more ingenious when investigating the search with keywords in your search.

in the image board of these guys there are very good ideas that you can base yourself on.
I for one download the gifs that these guys make and convert them into a format that the figther factory can read.
and with those images I make sprites for the characters I want.
look from experience i know you are thinking that doing this is a mess.
but believe me if you try it you might surprise yourself.
what you do need is time brother, it all depends on your skill.
oh, by the way try to recycle poses from other victims by cutting and pasting and adding a change or two, that works very well.
