normal mugen game will have a "read me" file with full detail about moveset
but character in this game isnt have that file. how do i know the moveset of each character?

It is on the .CMD file.
Remember to save the copy of the CMD file before changing the movelist otherwise the CMD file won't load if something goes wrong.
