Looking for the origin of video and character

Even though I've been following this creator for quite some time, I'm not sure if he actually made this video himself or if he stole it from somewhere. I tried searching for quite a while on the LAXD website but couldn't find anything. So if you know where the original version of this video was originally posted as well as the link to download this character then let me know, I'd really appreciate it if you could help me with this.

Overall, the only way were gonna be able to get the most recent build is by buying it from the unifans site or trying to get in contact with umbreonlover to see if they still have the build they posted in the thread on their pc. Best case scenario someone buys the build and posts it on this thread so we can install it but it is very unlikely.

By the way, i suppose the creator changed names from fubukizuna to MakerMugen due to constant scammer alegations from the mugen h community.
