found an 18+ edit of this character that i'd like to have. but i can't find it on any site expect for the mugen archive. i know enough about that site to not even attempt to make an account to download it. that account would never get approved anyway. is there an alternate site to get that 18+ edit?

I suggest you register and read their rules to access their content, but if you were banned for doing things prohibited by that site, then look into other alternatives.
To be honest, only 1 or 2 people can help you on this site, but hey, if they see your message and if they have time in their life. I don't have that char so I can't help you.
Note, I don't know of any other place to download that char and I didn't even know that char existed, I only have chars from 23 years ago, when the hentai category on MUGEN was still something between only a few enthusiasts. I can say that I was there at the beginning
